Xcel Energy serves approximately 3.7 million electric customers across Colorado, Minnesota, New Mexico, and several other states. Their EV Charger and Wiring Rebate program pays standard residential customers $500 toward Level 2 charger wiring costs, with income-qualified customers receiving up to $1,300. Here is exactly what you qualify for and how to apply.
Xcel Energy is one of the largest electric utilities in the Western United States, serving Denver and the Colorado Front Range, the Minneapolis-St. Paul metro area, Albuquerque New Mexico, and parts of several other states. As part of its commitment to accelerating EV adoption, Xcel offers residential customers a rebate specifically for the wiring work required to support a Level 2 home charger installation.
The rebate is structured around the electrical infrastructure cost rather than the charger hardware itself. This is an important distinction. Xcel reimburses you for the licensed electrician work, conduit, wire, and panel upgrades required to bring 240-volt power to your charger location. The charger hardware is purchased separately and is not covered by this rebate. This structure actually benefits homeowners because the electrical work is typically the most expensive part of the installation, often costing $400 to $1,200 depending on your home's layout and panel situation.
To qualify for the Xcel rebate you must also enroll in Xcel's Optimize Your Charge program, which pays you an additional $50 per year in bill credits for scheduling your EV charging during off-peak hours. This requirement is actually beneficial because the overnight off-peak rates on the Optimize Your Charge plan are significantly lower than standard rates, reducing your ongoing charging costs for as long as you own your EV.
Available to Xcel Energy residential customers in Colorado and Minnesota who install qualifying Level 2 wiring and enroll in the Optimize Your Charge program. Covers the cost of 240-volt premises wiring installation by a licensed electrician.
Available to customers whose household income is at or below 80 percent of the Area Median Income for their location. Colorado income-qualified customers receive up to $1,300. Minnesota income-qualified customers receive up to $1,200. Requires income verification through Xcel's partner process after application submission.
| State | Standard Rebate | Income-Qualified Rebate | Annual Optimize Credit |
|---|---|---|---|
| Colorado | $500 | Up to $1,300 | $50 per year |
| Minnesota | $500 | Up to $1,200 | $50 per year |
| New Mexico | Check current availability | Check current availability | $50 per year |
Enrolling in Optimize Your Charge is required to receive the Xcel wiring rebate. The program works by having you schedule your EV charging during Xcel-designated off-peak hours, which are typically overnight from 9 PM to 9 AM in Colorado and similar hours in Minnesota. During these hours the grid has surplus capacity from wind and other generation sources, making EV charging both cheaper and cleaner.
In exchange for this scheduling commitment Xcel pays you $50 per year as an annual bill credit on your Xcel account. For most EV owners the scheduling requirement is not a practical burden because overnight charging is already the natural preference. Waking up to a full battery every morning regardless of the previous day's driving is the whole point of home charging, and the overnight hours provide more than enough time to fully charge any electric vehicle currently on the market.
The program also offers time-of-use rates for enrolled customers. Colorado Xcel customers on the Optimize Your Charge TOU plan pay significantly lower per-kWh rates during the overnight off-peak window, which further reduces the long-term cost of home EV charging. The combination of the $500 rebate, the $50 annual credit, and the lower TOU rates makes Xcel territory one of the more financially attractive places to own an EV in the Western US.
Understanding exactly what qualifies for reimbursement prevents surprises during the application process. The Xcel wiring rebate is specifically designed for electrical infrastructure, not charger hardware.
What qualifies for the rebate: The 240-volt premises wiring installation between your electrical panel and the charger location. This includes the wire itself, conduit, breaker, outlet or hardwired connection, and any associated panel work required to support the new circuit. The labor cost of a licensed electrician performing the installation also qualifies.
What does not qualify: The Level 2 charger hardware itself is not covered by this rebate. Neither is the charger's network subscription, mounting hardware, or any smart charging software. The rebate is purely for the electrical wiring work.
Installer requirement: A licensed electrician must perform the 240-volt wiring installation to qualify for the rebate. DIY installations are not eligible. This is the same requirement that applies for permit purposes in most Colorado and Minnesota municipalities.
Stack the Xcel $500 wiring rebate with the federal 30 percent Alternative Fuel Vehicle Refueling Property Credit covering up to $1,000 of total installation costs. For a standard Denver installation costing $1,400 total including hardware and labor, the Xcel rebate covers $500 of the wiring portion and the federal credit covers 30 percent of the remaining costs. Combined savings of $600 to $900 are realistic for most standard installations completed before June 30, 2026.
Xcel also offers substantial rebates for commercial and multifamily EV charging installations through a separate program. The Colorado Commercial EV Infrastructure Rebate Program offers funding of up to 100 percent of installation costs for eligible commercial and multifamily properties, with approximately $20 million available in the 2026 funding round. Commercial rebates of $7,085 per Level 2 port and up to $14,170 per port for installations in Disproportionately Impacted Communities are available.
These commercial programs are far larger than the residential rebate and represent a significant opportunity for apartment buildings, office complexes, and parking operators in Xcel territory. See our apartment EV charging guide and office EV charging guide for more detail on the commercial opportunity.
